2009 CANDIDATES NO LONGER RUNNING FOR HIGHER OFFICE

With legislation enacted to extend term limits from two to three terms, some candidates in the 2009 election have chosen to forgo a race for higher office to run for re-election to a third term in his or her current office.

An advisory opinion issued by the Board in November 2008 sought to provide these candidates with a way to participate in the Program. Candidates who were able to show they were running for higher office by filing a Higher Office Proof (HOP) form were eligible to choose one of two options: “freeze” the campaign for higher office, preserving efforts to qualify for matching funds in a 2013 race (Option 1-A); or keep the current committee, return contributions greater than the limit for the current office, and—if they wish to join the Program—demonstrate that certain expenditures would not benefit the re-election campaign (Option 1-B). 

The deadline to file a HOP Form was January 15, 2009.  This report lists candidates who have chosen one of these options.
