Handbooks and Training Candidates need to learn and understand the rules of the Campaign Finance Program. The Candidate Services Unit (CSU) offers both compliance seminars and C-SMART software trainings throughout the year. To be eligible for public funds, at least one person from the campaign in a position of authority must attend a compliance training. Candidates and treasurers are strongly urged to attend at least one of these trainings as well. Check the training calendar frequently as it is periodically updated with new training dates. The CFB produces a candidate handbook before each major election to guide campaigns through the basic compliance standards the CFB enforces. The 2009 handbook will be available in spring 2008. If you are a candidate, treasurer, or campaign worker, it is very important that you obtain a copy of the 2009 handbook once it is available, and read and regularly consult it. A non-participant handbook is produced for those candidates who choose not to join the Program. The CFB also produces a manual to assist campaigns with using C-SMART. When the 2009 handbooks and C-SMART manual are available, they will be distributed at candidate trainings; they will also be available in an interactive format on this website. Please remember that these archived handbooks are not up-to-date; they do not reflect recent legislation or Campaign Finance Board Rules adopted pursuant to that legislation.
